Are Ukrainians tired of the war and ready to make concessions to Moscow: survey results

In August 2023, most Ukrainians are not ready to compromise with the aggressor to end the conflict. Only less than 5% expressed readiness to support territorial concessions to Moscow to stop the war.

According to the poll, approximately 18% of Ukrainians expressed a willingness to give up Ukraine’s future membership in NATO. As for the peacetime reduction of the Armed Forces, which was allegedly discussed in Istanbul in 2022, only 13% of Ukrainians are ready for it. As for granting the Russian language official status or abandoning the policy of decommunization in favor of the Kremlin, this position was supported by 17-18% of respondents.

Can Ukraine’s partners significantly reduce their support

For the most part, Ukrainians do not believe that support from their partners will decrease significantly if Ukraine does not achieve significant success on the battlefield during the counteroffensive in the next 3-4 months. Almost one-third of Ukrainians agree with this statement, but a relative majority, approximately 46%, do not share this view.

If Russia intensifies missile attacks on Ukrainian cities, what should the country’s military and political leadership do?

A relative majority of Ukrainians, namely 42%, believe that even if the aggressor intensifies rocket attacks on Ukrainian cities, which will lead to an increase in civilian casualties, Ukraine should continue to fight, despite the circumstances. An additional 21% expressed a desire to try to freeze the conflict, but without making concessions to Russia. In addition, 23% of respondents believe that in the situation of increased rocket attacks, negotiations with the aggressor should be initiated to stop the war.

A survey was conducted between August 9 and 15, 2023, with the participation of 2019 respondents in Ukraine, except for the territories occupied by Russia. The survey was initiated by the Democratic Initiatives Foundation and conducted jointly with the Razumkov Center. The theoretical sampling error does not exceed 2.3%.
