The Danish parliament is considering proposals for a new system of checking foreign trucks: cameras will track vehicles with foreign registration to collect outstanding fines.
It is proposed to monitor traffic on major highways using automated video surveillance cameras. According to the developed algorithm, such cars will be immediately detected by the system, and the data will be transmitted to the nearest patrol crew in the area of the car’s location. It is reported that the violations mainly concern improper parking, including for violating the parking ban for more than 25 hours. This last rule is a typical Danish idea to combat illegal cabotage. Over the past three years alone, in the period 2021-2024, the Danes have imposed 11 thousand fines for violating this rule. The total value of these fines in Ukrainian currency conversion reached more than UAH 5 million, of which only UAH 2.5 thousand were paid.
Surveillance cameras on portals and in police cars will help in collecting fines. The system will indicate to the police those trucks that need to be stopped and debt collected. Although this is still just a project, and the intentions are still far from being realized, Poland is already studying this method of combating foreign-registered trucks.
According to the aforementioned specialized resource 40ton.net, in Poland in 2021-2024, out of all 11 thousand parking fines, only 4.8 thousand were imposed on trucks registered in Poland. Of these, 449 proceedings, or less than 10 percent, resulted in receivables.
The other worst offenders and non-payers of fines are trucks from Romania (1.1 thousand fines, 64 paid), Bulgaria (620 fines, 36 paid), Latvia (242 fines, 36 paid), and Estonia (208 fines, 14 paid). Ukrainian trucks do not appear in those reports.
