MPs propose to introduce new taxes on fuel
The new draft law provides for an excise tax on gasoline and diesel fuel of €175/1000 liters, and €125/1000 liters on autogas
Draft Law No. 9348 on amendments to the Tax Code regarding the excise tax on fuel was registered on the website of the Verkhovna Rada, which proposes to raise the excise tax on LPG and unify it for gasoline and diesel fuel.
This bill was registered by MP from the Servant of the People party, Marian Zablotskyi. “In order to balance the excise tax rates and increase revenues to the state budget, this draft law proposes to set the following excise tax rates: for gasoline – 175 euros per 1000 liters, diesel fuel – 175 euros per 1000 liters, and liquefied gas – 129.5 euros per 1000 liters,” the explanatory note to the document says.
The draft law also proposes to establish an excise tax on solvents in the amount of 245.5 euros per 1000 liters. The author of the document notes that the content of such solvents in motor fuels produced by mixing the latter with the straight-run gasoline fraction ranges from 25% to 35%.
“The vast majority of solvents under UCGFEA code 3814 00 90 19 (solvents) in 2021 were imported by companies associated with gas station chains or private gas condensate processors (so-called mini-refineries),” the explanatory note says.
According to the initiator’s estimates, the implementation of the draft law will increase budget revenues to the state budget from fuel sales with increased excise tax rates on fuel by UAH 1.44 billion per month on average, including UAH 1.2 billion from excise tax and UAH 240 million from value added tax.
