According to the mayor of the capital, three people were killed by Russian shelling near a Kyiv polyclinic, one of them a child. The Iskander wreckage fell near the entrance to the medical center 4 minutes after the air raid was announced.
Police officers are investigating whether the shelter of a polyclinic in the Desnianskyi district of Kyiv was closed during the enemy shelling of Kyiv. This was announced on June 1 by Kyiv Mayor Vitali Klitschko.
“Criminal cases have been opened. Three people died near the clinic last night, including one child. A rocket fragment fell near the entrance to the medical facility 4 minutes after the air raid was announced. People were running for cover,” Klitschko wrote.
According to the mayor of Kyiv, the investigation is establishing whether the shelter was open and whether there were people in it.
“Because, according to the rescuers, a group of people was being taken out of the clinic after it was damaged,” Klitschko added.
According to the mayor of Kyiv, three schools, a kindergarten, 6 houses and a police station were damaged in the Desnianskyi district. As a result of the night shelling of the capital, 19 people were injured. Three of them died, including one child. 16 residents of the capital were injured. 9 people were hospitalized, one of them in serious condition.
In addition, Klitschko added that in each district of the city, the heads of the institutions where the shelters are located and the heads of the districts are responsible for the operation of the shelters. The heads of district state administrations are responsible for access to and arrangement of shelters marked on the map of shelters in the capital. At the same time, the mayor pointed out that there is also a school in the Desnianskyi district next to the polyclinic, where the shelter was open at the time of the shelling and there were people there
According to the Minister of Internal Affairs of Ukraine, Ihor Klymenko, the Kyiv police opened criminal proceedings over the fact of the closed shelter under Part 1 of the Criminal Code. 2 Art. 367 of the Criminal Code (negligence in office that caused grave consequences).
“The 16th month of full-scale war. It would seem that during this time, responsible officials should have identified and corrected all the shortcomings in the issue of human security. The enemy continues large-scale shelling of cities. But still some shelters remain closed during the air raid alert,” the minister was indignant.
It should also be noted that later Kyiv Mayor Klitschko said that the municipality had agreed with the patrol police to have law enforcement officers monitor the shelters at night.
“During the air raid curfew, they will drive around the shelters on the city map and check whether they are open. And they will promptly transmit information to the city services,” Klitschko said.
As reported earlier, police in Kyiv detained a polyclinic security guard who did not open the shelter, which resulted in the deaths of people who did not get into it. People tried to reach him for 15-20 minutes.
It was also reported that the Air Defense Forces shot down 10 of the 10 Iskander missiles used by Russia to attack Kyiv.
