PayPal in Ukraine is now full-fledged
Well, it really happened – on March 17, the international payment system PayPal announced a full launch in Ukraine.
One week ago, the Minister of Digital Transformation of Ukraine Mykhailo Fedorov officially addressed PayPal, which ceased operations in Russia on March 5, and called on the CEO of the international payment system Dan Shulman to ‘finally open all functions’ for Ukrainians. And now it has happened.

Until now, PayPal has been working in Ukraine in part to accept Visa and MasterCard cards issued by Ukrainian banks to pay for goods and services online. This significantly limited the use of the payment system in Ukraine (mostly to pay for purchases in foreign online stores). On March 17, PayPal lifted restrictions on Ukraine – now Ukrainians can not only make purchases online but also make money transfers (in Ukraine and abroad) and withdraw money to Ukrainian bank cards.
Existing PayPal users in Ukraine can already use all the features, and new ones need to register an account on the official website and connect a Visa or Mastercard.
Another good news from PayPal is that the company has temporarily abolished commissions for Ukrainians, so they will be able to use the new services absolutely free of charge. The preferential terms will be valid until June 30 and will apply to the subsidiary Xoom (international money transfer system).
