The history of Russian violations reveals a systematic approach to ignoring international law. Among the most egregious violations is the 1994 Budapest Memorandum, when Ukraine gave up its inherited nuclear weapons after the collapse of the USSR. According to Clarke, the uniqueness of the situation was that among all post-Soviet countries, only Ukraine had the real capability and experience to use this arsenal.

“Ukraine could have had its own operational nuclear forces if it wanted to, but gave them up in exchange for security guarantees,” emphasized the military analyst, noting that other countries, such as Kazakhstan and Belarus, effectively did not have the technical capabilities to use the inherited weapons.

The expert paid special attention to Russia’s gas contracts with Europe. Until 2008, Gazprom adhered to its commercial obligations, but the situation changed dramatically with the beginning of Putin’s “aggressive phase.” Since then, Russia has regularly used gas supplies as a tool of political pressure, “playing games regarding the isolation of Ukraine and Ukrainian pipelines from the rest of European supplies.”

Among other significant violations are the 2014 Minsk agreements, signed after the occupation of Crimea. Russia’s systematic non-compliance with agreements confirms the tendency to use international treaties as temporary instruments for achieving its own geopolitical goals.

Notably, even US President Donald Trump acknowledged Russia’s tendency to drag out negotiations regarding the war’s end, comparing this tactic to his business experience. This once again confirms the deliberate nature of Moscow’s violations of international agreements.
