The digital ‘Green Card’ became operational in Ukraine on September 1
Now it is possible to draw up a ‘Green Card’ insurance contract in electronic form, as well as a regular contract of motor vehicle.
From September 1, member insurers of MTSBU (companies with the right to conclude international Green Card insurance contracts) will offer car owners the opportunity to conclude such contracts in electronic form.
The procedure for issuing an electronic ‘Green Card’ will be similar to the conclusion of an internal electronic contract of the OSCPV:
The owner of the vehicle enters the information necessary for concluding the contract into the electronic form on the insurer’s website.
Based on the received information, the insurer forms a proposal to conclude an electronic contract of international insurance and sends it to the car owner through electronic communication channels (for example, the e-mail address specified during registration).
The owner of the vehicle signs an electronic insurance contract through the insurer’s information system in accordance with the legislation regulating the organizational and legal basis of activity in the field of electronic commerce, and pays the insurance premium to the insurer.
The electronic policy is issued almost instantly: in automatic mode, the policyholder receives a pdf file with a generated black and white ‘Green Card’ insurance certificate through electronic communication channels, as well as a visual form of the insurance policy and an information sheet about the need to print the received insurance certificate.
The MTSU reminds that the policyholder must print out a pdf file of the visual form of the insurance certificate, as the current norms of the ‘Green Card’ international automobile insurance system require the car owner to present the paper (white-green or black-and-white) version of the international insurance certificate.
Similarly to the contract of the internal OSCPV, the contract of international insurance ‘Green Card’ can be concluded either in paper form or in electronic form at the choice of the policyholder.
According to the results of the first half of 2022, the number of Green Card contracts more than doubled (+119%) over the corresponding period of 2021, amounting to 720,000. The sum of expenses of Ukrainians under such contracts amounts to UAH 1.6 billion. (+105%). A total of 2,730 claims (+10%) for the amount of EUR 7.1 million (+19%) were settled under international insurance contracts.
