Ukrainian MPs propose to set zero duty on cars for military

Members of the Verkhovna Rada propose to zero out customs clearance of cars for soldiers and other civilians affected by military aggression against Ukraine. The respective draft laws 10353 and 10354 are registered on the Parliament’s website.

The draft law proposes, inter alia, a temporary exemption from import duty from January 1, 2024 (or the date of entry into force of this issue) until December 31 of the year following the year of introduction of martial law in Ukraine and the year in which martial law in Ukraine ends or is canceled for passenger cars, their bodies, trailers and semi-trailers, bodies of trailers and semi-trailers, motorcycles, vehicles intended for transportation of more than 10 people, vehicles for transportation of goods imported into the customs territory of Ukraine.

The document provides for free circulation of citizens who have the status of combatants, citizens called up for military service during mobilization (except for officially recognized deserters), sons and daughters, parents, brothers and sisters of persons who died as a result of military aggression against Ukraine, and vehicles damaged as a result of military aggression against Ukraine.

Persons belonging to each of these categories (or duly authorized persons on behalf of the respective citizens) may import one vehicle into Ukraine. Under these conditions, persons who have officially transferred their vehicles to military units participating in measures to repel and deter armed aggression against Ukraine may also import one vehicle.

“The exemption from import duty provided for in this Article does not apply to goods originating from a country recognized by law as an occupying state and/or a state recognized by law as an aggressor state in relation to Ukraine, or goods imported from the occupied and/or temporarily occupied territory of Ukraine, determined by law as an occupying state (aggressor).” The document states that this does not apply.
