Is there a possibility of issuing electronic summonses to Ukrainians – parliamentarians answered

Roman Kostenko, secretary of the Parliamentary Committee on National Security, Defense and Intelligence, told a telethon whether we should expect electronic subpoenas now.

On October 5, the Verkhovna Rada supported the draft law with amendments on the e-registry of persons liable for military service “Oberig”. The Rada’s National Security Committee said whether it plans to issue electronic subpoenas.

An electronic register of persons liable for military service called “Oberig” has already been launched. However, as Kostenko says, there are a few nuances.

Electronic subpoenas

He noted that he had not heard of any intention to introduce electronic subpoenas. According to him, even if they are launched, it is unlikely that they will resolve the issue of how the summons is served. First, the official says, electronic subpoenas should be sent to a smartphone via Diia or something similar. Not all citizens have smartphones. Those who do not want to join the army can delete the message, not use the app, etc. Not everyone, for example, will be able to understand the electronic signature, and then it will be difficult to establish whether a person did not come to the military registration and enlistment office because they did not understand it or simply did not want to.

“Those who want to join the army will see the call and come. Those who don’t want to – I don’t think that the delivery of a call will be the solution,” Kostenko said.

In addition, the official noted, in order to initiate the introduction of e-notices, it is necessary to first amend the legislation. After all, according to the current law, summonses must be signed in the name of a specific person by a military commissariat. They should also be handed to the recruit personally.

There will definitely be no summonses through Diia

According to Mariana Bezuhla, deputy head of the parliamentary committee on national security and defense, electronic subpoenas will definitely not be sent through Diia.

“A summons by text or in Diia? No, we will definitely not issue a summons in Diia in this format,” the official said.

Bezuhla emphasized that there is currently no mechanism that would allow sending out electronic subpoenas.

Register of conscripts “Oberig”: what it is

The electronic registry is expected to help:

  • to simplify military registration of citizens and, accordingly, mobilization measures;
  • to identify Ukrainians who are not registered for military service more quickly;
  • speed up the procedure for granting combatant status and benefits to relatives of those killed and disabled in the war;
  • for persons liable for military service to update their personal data without visiting the MCC;
  • reduce the risks of corruption and bureaucracy in the military.
