Loss-making Energoatom tries to buy 10 electric buses and 5 charging stations for $7.3 million

According to the Prozorro portal, Atomproektengineering, a division of Energoatom, is trying to purchase electric buses and charging stations for a total of over UAH 235 million for the third time. The funds will be used to purchase 10 buses and 5 charging stations.

According to the Nashi Groshi website, the same companies participate in all three tenders every time:

  • Auto-Region LLC with Turkish Temsa Avenue Electron buses, which undergo only paint and varnish work in Ukraine (16% localization)
  • Electronmash Plant LLC with buses assembled in Lviv from imported components (40% localization).

Each time, Electronmash offers buses cheaper than the Turkish manufacturer’s intermediary:

  • UAH 225 million vs. UAH 228 million
  • UAH 174 million vs. UAH 233 million
  • UAH 174 million. vs. UAH 234 million

However, each time the winner is determined to be Avto-Region, finding reasons to reject the Lviv plant. On May 24, Atomproektengineering recognized Avto-Region as the winner of the latest tender. As a result, Energoatom will pay UAH 60 million more for Turkish electric buses than the offer from Electronmash. This is 25% of the tender value. On June 8, Auto-Region signed a contract with Avto-Region for the supply of Ar-Temsa avenue electron buses for UAH 27 million and Vestel EVC03-HPC 180CC charging stations for UAH 1.2 million. The total purchase amount is approximately UAH 271.4 million, which is $7.3 million at the current exchange rate. The charging stations are to be delivered by the end of November 2023, and the buses – in April 2024. For comparison, last year Kyiv planned to purchase 17 electric buses for a total of UAH 319.6 million. Thus, the price of one bus was approximately UAH 18.8 million. However, the auction did not take place.

It should be added that Energoatom is currently operating at a loss – UAH 3.315 billion as of 2022. According to Slovo i Dilo, the company did best from 2015 to 2019, making almost regular profits, and in 2020 suffered losses of UAH 4.8 billion.

Recently, the public was stirred by the information about the creation of 53 TV series for budgetary funds, which allocates hundreds of millions of hryvnias. Even earlier, information surfaced about the purchase of drums and vegetable cutters for shelters and other strange expenses during the war. According to Forbes, the Verkhovna Rada is currently drafting a bill that would restrict public procurement in certain industries during martial law. In addition, the possibility of transferring the personal income tax on military personnel from local budgets to the state budget is being considered. Another possible option is to oblige local governments to allocate up to 50% of their revenues to defense.
