Ukraine is going to create an e-registry of persons liable for military service: what personal data of conscripts will it contain

Ukraine wants to create an electronic register of persons liable for military service.

This is stated in the draft law No. 10062.

It is proposed to create an electronic register that will contain personal and service data of conscripts, persons liable for military service and reservists, as well as data on the need to recruit personnel for the Armed Forces and other military formations, except for information constituting a state secret.

In particular, personal data will include: communication numbers and email addresses, health information collected to determine fitness for military duty, information about the place of work, information about the date and purpose of traveling abroad and the date of return to Ukraine, and information about medical examination (military medical examination).

The service data of conscripts, persons liable for military service and reservists include information on the performance of military duty and military service and military registration characteristics.

An electronic account of a conscript, person liable for military service, or reservist (an account of the respective subject of personal and service data) will also be created.

The draft law provides for the transfer to the Ministry of Defense of data on citizens aged 18 to 60 contained in various state registers – the Tax Service, the Ministry of Health, the Ministry of Justice, the Ministry of Internal Affairs, the Central Election Commission, the State Migration Service and other agencies.
