Ukraine plans to restore the system of penalty points for drivers

It is proposed that if a driver accumulates more than 12 penalty points during a year, he or she should be deprived of a driver’s license without a trial

The Ministry of Internal Affairs plans to introduce penalty points for drivers at the legislative level in the future. This was stated by Oleksiy Biloshytskyi, First Deputy Head of the Patrol Police Department of Ukraine.

According to him, a separate liability for drivers for systematic violation of traffic rules should be introduced at the legislative level. We are talking about penalty points. Biloshytsky did not specify when they would return to this issue. He only said that he hoped that this issue would be considered again.

In 2015-2020, Ukraine already had a system of points and fines for drivers. Each driver was awarded 150 points each year. In the event of a traffic violation that was recorded automatically, 50 points were deducted from the driver. Once the limit was reached, the driver had to pay fines in cash for such violations. However, the penalty point system was never fully implemented (auto-fixation cameras for traffic violations appeared only in the summer of 2020). It was canceled in 2020 by President Volodymyr Zelenskyy.

At the beginning of 2022, the Verkhovna Rada registered draft law No. 6502, which provides for the introduction of a system of penalty points for drivers. However, due to the full-scale invasion of Ukraine by Russian occupation forces, MPs did not consider this bill even in the first reading. It is still under consideration by the relevant parliamentary Committee on Law Enforcement.
