Ukrainians will receive virtual money to buy housing, instead of a destroyed one

Buyers will be able to add their own savings to compensation. It will be possible to buy real estate 'not at the place of residence'

The draft law on the 2023 budget provides for finances and mechanisms by which people will be able to receive compensation without waiting for reparations from Russia. According to the latest data, Diya received 267,000 applications from Ukrainians who lost real estate. This is more than 19 million square meters. Most of them are completely destroyed, others are only partially damaged. As Shulyak said, it will take approximately 2 years to restore this amount of damaged property. However, this is not the final data at the moment.

“These are not the final numbers, because these are the people who have access or have information about their housing. They could enter such data into Diya. But these 19 million can turn into a larger amount,” she said.

According to the deputy, housing is currently divided into 2 categories:

  • destroyed;
  • one that can be repaired.

As for the second, relevant work is already being carried out by the military state administrations in the de-occupied regions – Kyiv, Zhytomyr, Sumy and Chernihiv. Before the heating season here, according to Shulyak, they plan to install windows and repair roofs. Funds for this are allocated from the reserve fund.

Measures aimed at compensating for destroyed housing are also being actively discussed in the parliament. Shulyak assured that the state budget of 2023 will include appropriate finances and mechanisms so that Ukrainians can use state compensation without waiting for reparations and get new housing as soon as possible.

“This will be new money. You will receive it in the form of, say, virtual money and you will be able to use it directly to purchase square meters,” Shulyak shares his plans.

She noted that the state will give complete freedom of action regarding the choice of future housing, and the person who applied for compensation will be able to buy real estate “outside the place of residence.” This will help those who moved to other regions of the country or moved their business to adapt faster. In addition, such buyers will be able to add their own savings to compensation and purchase, for example, a house instead of an apartment.
