Scooter riders are being tried for violating traffic rules in Ukraine

Ukraine has begun to send cases of scooter drivers to court for violating traffic rules, Opendatabot reports.

Since 2023, e-scooter riders have been recognized as full-fledged road users, but the state has not yet approved special rules for e-scooters.

Over the past four years, at least four electric scooter drivers have been prosecuted for violating the rules in force on transport (Article 291 of the Criminal Code of Ukraine). In all cases, the perpetrators of the accidents were punished with fines or imprisonment for up to two years with a suspended sentence.

Most often, scooter riders were convicted of injuring pedestrians.

A one-year suspended sentence was handed down to a Vinnytsia resident who, in April 2022, injured a woman crossing a bike path and sidewalk on a rented scooter. The victim sustained moderate bodily injuries, and the perpetrator of the accident was ordered to compensate the woman for the cost of treatment (over UAH 108,000) and over UAH 50,000 in non-pecuniary damage. The offender was actually saved from more serious consequences by his age – he was still a minor at the time of the accident.

Most accidents involving scooter drivers are classified as administrative violations. Opendatabot found 76 such cases in the court register. Most often, scooter riders are held liable for violating traffic rules that resulted in damage to vehicles and other property (Article 124 of the Code of Administrative Offenses). This article provides for a fine of UAH 850.
